The Horizon Europe LandSeaLot project seeks to integrate, scale-up and enhance existing observation efforts to better understand the interface of land and sea.
To achieve this, LandSeaLot established a transparent low-cost technology procurement and evaluation procedure.
The low-cost technology procurement initiative will focus on demonstrating the capabilities of devices and early commercial products in specific sites known as the LandSeaLot Integration Labs (LILs). These sites will be equipped with technical solutions to collect new in situ observations and will therefore address observation gaps at the land-sea interface.
There are two different procurement procedures, depending on the value of the technologies:
Each LIL has a limited budget available for purchasing small orders.
LILs contact the seller directly and ask the seller to make an offer. The offer must address the specific requirements (see below) and must be submitted the seller’s official letterhead for the attention of the LandSeaLot Procurement Manager (see below). The LIL then submits its request along with the offer received from the seller.

The LandSeaLot Evaluation Committee reviews the request and offer and communicates the outcome. If approved, the Procurement Manager completes the purchase.
The procedure for small orders remains open at all times. LILs may submit multiple requests over the duration of the project until the fund is exhausted.
The purchase of large orders follows a Request For Quotation (RFQ) procedure.
Each LIL submits its request for purchase of new technology. The LandSeaLot Procurement Manager then publishes the RFQ in the dedicated page.
The seller submits its offer according to what is outlined in the specific Request For Quotation (RFQ). The LandSeaLot Evaluation Committee reviews all the offers for the specific RFQ, and communicates the outcome. The Procurement Manager completes the purchase.
The procedure for large orders will be opened in rounds, during which LILs may submit requests.
Requests will be processed and evaluated by the Committee in the order they are received, until the fund is exhausted.
